I'm 99% certain of who it is, but no one can catch the person in the act. (And, yes, we are sure tips are being stolen. One person's money disappeared right out of the server's area the other day.)
Usually when something like this goes on, the culprit will eventually get sloppy and get caught. They're used to getting away with it and get careless. Just inform management and tell other employees (trusted) of your suspicions. Just be CERTAIN you know who the culprit is. You'll look like a real horses a$$ if you have the wrong person!! Just give it time and karma catches up.

Report them to the manager .
All of you collectively should go to the manager and express your concerns. If only one of you complains, he could easily blow it off, but if everyone on the shift tells him the same thing, he'll have to take it seriously.
My money is on the 1%.
Sometimes the most likely person is the least likely. Likely because they know that others know that they are more likely to do it.
Talk to the manager about your suspicions. If there are others who have been affected by this, either ask to speak with the manager as a group or each talk to him/her individually (it will have more impact if they know it's not just one person whining about their tips).
If the manager won't do anything about it, go over his/her head if possible (corporate manager or owner).
Stop keeping your tips in a jar in the server station. Keep them in pocket or buy a small bag and keep that in your pocket (cosmetic bag or pencil pouches work really well). Yes, by the end of the shift will be very heavy and will make a lot of noise, but it's better than worrying about someone dipping into your jar when you're not looking, or even taking the whole thing.
If the money is being stolen right off the tables, be diligent about getting to your tables as soon as the customer leaves. Spending more time in your station will probably be better for customer service as well!
